APPLICATION OF DAVID H.

Issue: Did a candidate who disclosed five criminal offenses on his bar application, but who did not commit a criminal offense for nine years before applying, present sufficient evidence of rehabilitation to merit admission to the bar?

Admitted?: Yes. Although the Court denied him admission four years earlier, it had invited him to "reapply at a later time."  By 1982, his time had apparently come for the majority of the Court.

Area of Concern: Criminal misconduct, pattern of activity, period of rehabilitation.
