Issue: Was the respondent eligible for admission to the practice of law as an out-of-state attorney under provisions entitling him to take the Maryland Out-of-State Attorneys Bar Examination?

Holding: No.  At the time of his admission, the respondent was no longer a member of the District of Columbia Bar as he was disbarred in that jurisdiction.  Thus, irrespective of the doubts that this raises as to his fitness to practice law, the Court exercised its power to revoke his license.
